Management and Supervision: Under supervision of the Regional Medical Director (RMD), the incumbent is responsible for planning, organizing, directing, and evaluating acute disease epidemiology surveillance and response activities within the public health region. Consults and works with the Regional Medical Director (RMD) and the Division of Acute Disease Epidemiology (DADE) to assure implementation and evaluation of disease surveillance, control, and risk communication strategies with internal and external partners. Consults and works with the DADE and other epidemiology staff to assure science-based decisions and practices are implemented. Participates in community level planning to assure effective communication and response during outbreak and other public health emergencies with focus on hospitals, labs, and physicians. Coordinates regional Outbreak Response Team (ORT) associated activities. Supervises assigned staff and directs staff in setting priorities and advocates for the staff needed to meet program needs. 2. Surveillance: Coordinates the acute disease surveillance system in the Pee Dee Region. Works with ORT members to develop, implement, and maintain a plan to routinely promote disease reporting from physicians, hospitals, and laboratories, and to initiate active surveillance when conditions dictate the need. Establishes and maintains effective communication with reporting partners (including night and weekend availability). Submits timely disease reports and routinely monitors data to detect trends and disseminates surveillance data and public health information to reporting partners. Facilitates use of the Public Health Laboratory by public health staff and local physicians for disease investigation and outbreak response. 3. Disease Control and Response: Participates in development, implementation, and evaluation of response plans for preparedness, acute disease case and outbreak investigations, and other public health emergencies. Participates in ORT activities and works with Regional Public Health Preparedness Director to integrate disease control into the DHEC Emergency Response Plan. Assures appropriate and timely public health response to urgent, immediate reportable conditions and outbreaks. Participates in epi on-call duties. Participates in emergency or disaster response activities as outlined in the DHEC Emergency Plans During such times, the incumbent should regard himself/herself as being on 24-hour call and subject to duty when such events occur and/or are anticipated to occur. 4. Continuous Quality Improvement: Identifies gaps in the disease surveillance system and works through a continuous quality improvement process to correct problems. Works with Regional and Central Office staff to plan and monitor a continuous quality improvement plan for acute disease surveillance and response across the region. In conjunction with regional and central office leadership, develops corrective action plans when indicated. 5. Staff Development: Identifies continuing education needs for EPI staff and coordinates appropriate training based upon required nursing competencies and program-identified competencies. Ensures staff development including nursing and programmatic orientation, required in-service education, practice and program continuing education and training to strengthen staff competencies. Assures evaluation of staff occurs on an ongoing basis. Minimum and Additional Requirements Graduation from an accredited school of nursing. Current licensure as a registered nurse by the South Carolina Board of Nursing. A Bachelor of Science degree in nursing with at least five (5) years of experience as a registered nurse, three (3) of which must have been in a nursing specialty, in public health or in a supervisory/management role. All new employees who are healthcare providers will be required to provide documentation of immunity or be immunized against measles, mumps, rubella, pertussis, varicella and Hepatitis B prior to beginning employment. DHEC employees are required to participate in disaster preparedness during hazardous weather or declaration of an emergency. This involves being subject to duty and or call on a 24-hour basis. You must possess a valid driver's license and have access to a reliable transportation. This position may require working early (before 8:30 am), evening (after 5:00 pm) and/or Saturday's. Ability to lift 30 pounds and stand for long periods of time.
