SC Department of Public Safety Executive Director (Program Manager III) Coastal Empire Community Mental Health Center in Beaufort County, South Carolina

This position is located at the Coastal Empire Community Mental Health Center (CECMHC), 1050 Ribaut Road, Beaufort, SC 29902 * In conjunction with the South Carolina Department of Mental Health (SCDMH), the Coastal Empire Community Mental Health Center / aka the Center) seeks to fill the position of Executive Director. This position is located in Beaufort, South Carolina. The CEC Mental Health Center provides mental health services to people of all ages, offering counseling, psychiatric assessment, medication management, crisis intervention, and other services to those experiencing serious mental illness and significant emotional disorders. CECMHC is accredited by the Commission on Accreditation of Rehabilitation Facilities (CARF). Governed by a local Board of Directors and reporting to the SCDMH Deputy Director, Community Mental Health Services, the CECMHC _is an outpatient facility of the South Carolina Department of Mental Health. The Coastal Empire Community Mental Health Center is dedicated to the recovery of people with serious mental illnesses and _operates within the guidelines established by the South Carolina Department of Mental Health. _The Center serves the residents of Beaufort, Allendale, Colleton, Hampton and Jasper counties and_ has a staff of 81 FTEs and a budget of approximately 8.6 million dollars. The Center’s Executive Director has overall strategic and operational responsibility for the clinical and administrative operations of the Center. In collaboration with the Board of Directors, the Executive Director reviews and/or revises the vision and develops a strategic plan to guide the Center's goals, priorities and activities. The position oversees the efficient day-to-day operation and productivity of the CECMHC and requires an individual with proven leadership skills demonstrating competence in management of programs, resources, and partnerships. The Executive Director must have the ability to work with diverse groups, which aid and abet recovery through various means including peer support and patient affairs partnerships. The position requires a thorough understanding of the types of psychological, social and economic problems facing patients. Responsibilities includes identifying and evaluating the risks to the patients, staff, volunteers, property, finances, goodwill and image, as well as demonstrating the ability to implement measures to control and minimize those risks. The Executive Director communicates regularly with stakeholders to keep them informed of the services provided through the CECMHC and to identify changes in the community served by the Center. Maintains good working relationships with staff and establishes and maintains collaborative arrangements/partnerships with organizations such as NAMI, the school systems, law enforcement, hospitals, addiction rehabilitation programs, family services organizations, as well as the judiciary/probate court system. Monitors delivery of programs and services to maintain or improve quality through evidence based care practices. Oversees planning, implementation, execution, and evaluation of special projects. In addition, the successful candidate must have demonstrable public relations skills including the ability to work with and present to local government officials and civic groups. Minimum and Additional Requirements *State Requirement: A bachelor's degree and relevant program management experience. Agency Requirements: *A master's degree in the social sciences, health sciences, business or public administration and at least 7 years of executive level experience in mental health service delivery including supervision of program managers and/or clinicians. Clinical knowledge, skills in management of organizations, budgeting/financial operations, and community relations skills are essential for success in this position. Must have undergone a CARF evaluation and be familiar with the public mental health system and delivery of services and programs that are empirically – based and proven to produce positive results. *Note: *If any Agency Requirements are listed above, applicants must also meet those requirements to be considered for the position. Preferred Qualifications *Preferred Qualifications: Experience in managing and/or providing telehealth and emergency services is highly desirable along with grants management experience with demonstrable proficiency in public speaking. Additional Comments Position will be filled as State Job Class Code, AH55, Program Manager III, Pay Band 9 with a State salary range of $73,421 to $135,842.
